BACKGROUND:
Old Dominion University Research Foundation provides fiscal and
administrative services supporting research, public service, and training
activities of Old Dominion University, a Research Intensive University
located in southeastern Virginia.  The University includes Colleges of
Engineering and Technology, Sciences, Education, Arts and Letters, Business
and Public Administration, and Health Sciences, as well as
interdisciplinary centers.  The current enrollment is approximately 6,000
graduate and 13,000 undergraduate students.  In Fiscal Year 2001, the
Research Foundation staff of 31 processed nearly $30 million in
expenditures, submitted proposals totaling over $189 million, accepted
sponsored program awards of  $40 million, and provided payroll services for
an average of 500 employees appointed to projects.

RESPONSIBILITIES:
The incumbent will work as a member of the Research Foundation management
team.  Primary responsibilities include serving as the contracting officer
as well as supervising, training and evaluating the Grant and Contract unit
staff.   Provides technical assistance and coordinates staff development.
Serves as a resource on grant and contract regulations, and interprets
requirements with staff, principle investigators and management.  While the
role is primary advisory, it may be necessary for the incumbent to take a
more hands on approach toward particularly complex contracts.  Ensures
financial and regulatory compliance and maintains working knowledge of
Research Foundation, federal, and agency regulations, policies, procedures,
forms and guidelines for the conduct of research.  As part of the Research
Foundation management team, develops and implements policies and
procedures.

QUALIFICATIONS:
Candidates should have a Bachelor's degree and at least five years related
experience.  Previous supervisory experience in a university environment is
desired.  Demonstrated knowledge of federal regulations related to research
administration, including OMB A-21, OMB A-110, Federal Acquisition
Regulations and major federal funding agency guidelines is critical.
Knowledge of university policies and procedures related to the conduct of
research preferred. Experience negotiating agreements and working with
industry is useful.  Interpersonal skills are required to work effectively
in situations involving competing opinions, significant deadline pressure,
and multiple competing tasks.  The successful candidate will have a solid
working knowledge of PC-based computing applications in a networked
computing environment, including Microsoft Office, email, and financial
databases.

COMPENSATION:
Old Dominion University Research Foundation offers a competitive salary and
benefit program. This is a full-time position with a competitive benefit
program including health, dental, disability, contribution in lieu of
retirement, and a generous leave package.   The expected hiring range is
$55,000 - $63,000.  Moving expenses, if required, will be considered for
the candidate who has exceptionally strong skills and background.
