Elaine, I'm at a small regional comprehensive, state-supported university, about 6,000 FTE. I've seen that attitude also, though mostly among senior faculty. As they retire or die and are replaced by younger folks, it's disappearing.
Once upon a time at schools like ours, faculty who were doing anything other than teaching were widely regarded by colleagues and admin as not doing their jobs. At another institution, long ago and far away, the Vice Chancellor once said to a faculty member who was a very successful textbook author 'You write books in your spare time, that's nice. I do woodworking in my basement, myself.'
Fortunately, those days are almost entirely gone. I haven't seen an administrator with that attitude for years and the numbers of faculty who think that way are decreasing. The culture has changed, for the most part. Thank goodness.
A bigger problem for us is finding ways to free faculty from their 12 credit load. NSF doesn't like to pay academic year salaries and crucial faculty are difficult to replace anyway.

We are a middle sized state university that has an active grant program.
I'd like to compare the culture here with other state-supported schools
where the faculty are paid for teaching for 9 months of the year and when
they apply for grants only claim summer salary even if they are working on
the grant year-round. Our faculty seems to think they should NOT ask for
more than summer salary.
Is this common?
