At Radford University, we also do the same thing with a slight
variation. We tend to wait until proposals are significantly along
before scheduling a competition. At our institution, where grants do
not significantly effect tenure or promotion decisions, it is not at all
unheard of to have people delay or cancel submission plans. If PIs know
there are multiple people interested in submitting, they tend to dig in
and develop proposals more quickly or drop out if they really are not
ready or don't want to give someone undue competition. Janet

At the University of Cincinnati unless the program limits submissions
per
institution all is fair game and all apply. Where they do limit
submissions
they are reviewed by a committee who decides which are submitted.
