If your MPA or FWA says that all the research conducted at your institution will adhere to 45 CFR 46, then it does not matter if the research is externally funded or not. 46.115 deals with IRB records. The IRB should retain all the records specified in 45 CFR 46.115(a). These should be under the control of the IRB, not the investigator.
