The George Washington University, the largest higher education
institution in the nation's capital, is seeking enthusiastic, organized,
customer service-oriented candidates for several positions in research
administration.

Research Service Coordinator, Office of Research Services (ORS) (2
positions). Requisition #R10584 and R10585.

Basic Function: to coordinate, participate in, and monitor the daily
administrative and fiscal activities of assigned sponsored research
projects for specific schools and departments of the University to
include both pre-award and post-award functions.

Characteristic Duties and Responsibilities:

1. Administers all pre-award/post-award functions related to sponsored
research projects within assigned schools and departments including
proposal preparation activities (compilation of data, estimation of
funding/personnel needs, projected expenses, budget preparation,
drafting of proposal, etc.), disbursement of funds, efficient and
effective management of administrative and fiscal activities.  Provides
expertise and consultation to principal investigators and departmental
representatives on policy guidelines and budgetary, personnel, and
expenditure control activities.
2. Sets up award data in the University's financial system as it
corresponds with award documentation (award dates, budget information,
billing information, revenue recognition, methodology, rates,
etc.);      coordinates with Grants and Contracts Accounting Services
(GCAS) to resolve any issues and/or discrepancies.
3. Ensures compliance with institutional and sponsor policies and
procedures through approval of grant expenditures, review of contract
protocols, review and approval of financial reports and invoices,
and      interaction with principal investigators and departmental
representatives. Identifies potential funding/compliance issues and
provices timely recommendations for courses of action.
4. Continuously monitors fiscal activities of sponsored projects and
conducts analysis to identify/report on financial status of sponsored
projects including compliance, forecasting, and projected project
shortfalls.
5. Maintains continual contact with principal investigators/departmental
representatives to interpret clauses, resolve reporting and/or expense
problems, and resolve conflict between University policies and
procedures versus those established in grants and contracts. Acts as a
liaison between the sponsors and principal investigators/departmental
representatives.
6. Reviews sponsored project proposals received from faculty members to
ensure compliance with sponsor regulations, University and department
guidelines, and the generally accepted principles of reasonableness and
appropriateness. Obtains the necessary authorizations from department
chairs, deans, and vice presidents prior to proposal approval signature
by the authorized University officials.
7. Reviews and approves sponsored project personnel actions and requests
for travel by sponsored project personnel.
8.Advises principal investigators/departmental representatives in
resolving technical questions relating to consultant agreements. Reviews
consultant agreement letters to ensure required elements have been
included. Submits agreements to appropriate Office of Research Services
management.
9. Assists principal investigator and centers/departments in soliciting,
drafting, negotiating, awarding, and administering subcontracts
including the development of subcontractor estimates in support of
prime      contract tasks, approving payments and maintaining
subcontractor files. Ensures that outside subcontractors' most current
audit reports have been submitted and approved by GCAS.
10. Establishes and maintains grant files.
11.Maintains and updates proposal database.
12.Serves as a facilitator between the payroll office and the various
units in the distribution and collection of effort reporting and
certification.
13.Participates in development and administration of policies and
procedures for pre-award and post-award grant and contract management.

with both internal and external customers.
4.Maintain and/or enhance up-to-date knowledge and skills applicable to
sponsored program activity through additional training, conferences,
meetings of research administration professional societies or through
the review of professional literature.

Supervision Received: Administrative and functional supervision is
received weekly from the Manager, Pre-Award Services, for pre-award
responsibilities and from a Manager, Post-Award Services, for post-award
responsibilities.

Entry-Level Qualifications:

Bachelor's degree in Accounting, Finance, Business Management, or other
field relevant to research administration, or an equivalent combination
of training and experience
A minimum of three (3) years of professional experience that include
budgeting and/or accounting and preferably at least one (1) year of
experience working within a pre-award and/or post-award environment
is necessary.
Wide-ranging experience with the principles, practices, and procedures
relative to Federal and non-Federal sponsored research in an academic
environment is preferred.
Strong interpersonal, communication, customer service, and
organizational skills are necessary.
Proven ability to work effectively in a team environment and
demonstrated willingness to learn and share new ideas is necessary.
Familiarity with computer-oriented applications and technology is
necessary.
Familiarity with Oracle financial software is desirable.

Manager, Pre-Award Research Services (Medical), Office of Research

Characteristic Duties and Responsibilities.

Proposal and award review, including negotiation of contracts and
agreements for clinical studies, and
supervision of research service coordinators in their pre-award services
supporting medical faculty and staff
research endeavors. The pre-award manager will be familiar with all
compliance issues, attend institutional
review board meetings, and maintain communication with other University
and affiliated offices as necessary.

Entry-Level Qualifications.

Bachelor's degree or an equivalent combination of training and
experience; a minimum of five years of
progressive management experience in pre-award research administration
in a medical center environment, to
include negotiation of clinical studies; wide-ranging experience with
federal and non-federal sponsored
research in a medical center environment; and strong negotiation,
supervisory, communication, and customer
service skills. The successful candidate will have a proven ability to
work effectively in a team environment and
under pressure to meet deadlines.
