Anne,
I had a discussion with our institutional risk assessment specialist last week
on a related issue.  We had asked an outside entity to include us on their
insurance because it meant that as a party listed on their insurance, we would
be able to initiate a claim even if they didn't.  This is clearly beneficial to
us, and was most appropriate because some of their researchers were using our
space.  As a self-insured state institution, I wonder if the state would allow
other organizations the right to initiate a claim.
