However, I have a follow-up question.  How can institutions afford to do this when, if, they do not recover full indirects 100% of the time?  We have toyed with the concept/idea of doing something similar to what most responses have indicated.  However, we have limited resources and have not been able to make the numbers work to support actual implementation.
