Hello all-
We're currently in negotiations with DHHS for our next F&A rate.  I was
wondering if anyone could give me some insight into this process.  How much
give and take is allowed when the proposal is created with actual numbers?
Is there much dispute over how the numbers were created, or do the
negotiations generally hinge on other considerations?  How much negotiating
power do institutions have in this process?
