We allow anyone with a University appointment--paid or unpaid--student,
faculty, or staff (we don't have unpaid staff) to be a PI, with the
department chair's approval.

Obviously, if they are not paid, they cannot request salary support for
themselves from the grant.

Here are the questions:

Do you allow part-time faculty, adjunct faculty, retired faculty,
post-docs, and other limited term appointees to submit grant proposals
through your University?  Or do you just allow full-time faculty and
full-time researchers to do so? If you allow others to apply, what process
is used to make this determination?
