I'm cleaning my desk and going through a stack of old messages.  When we were looking for someone to help with our IDC rate proposal, I received a phone call from someone who had worked for DHHS, Division of Cost Allocation as a negotiator.  He is working on his own as a consultant.  I don't know anything else about him.  I had been making inquiries, and somehow he got my name, but after we had hired Pete Nestor.  He said that he had done work for Emory University and for Cal Tech.   Here's his contact information:

Has anyone on this list ever worked as a Federal indirect cost
negotiator?   Or do you know someone who has who would be willing to
answer some general questions for me about a joint project we're working
on with some federal agencies?  My first question will be:

"Is it possible for a federal facility to negotiate its own F&A rate
with ONR or DHHS, just like universities and state governmental agencies
do?"

If I get a "yes," then there are additional questions I would like to
pose to this person.
