Has using GAMS helped improve the timing of proposals?  With its built in
budget builder and form filler, there should not be mistakes in the those
parts of a proposal to fix. This is then "sponsor compliance" checking done
by the system; a major selling point of an electronic system.  Also, an
on-line system should give you "early warning" that a proposal is coming.
