As a not-for-profit research institution, with limited internal cash resources to support a mix of approx. 12 laboratory and office-based scientists (already are or working towards tenure), we have been challenged to develop a financial model which will provide equitable financial support to each individual scientist.   Does anyone already have a financial model developed and/or ideas that might be helpful to us in this endeavor that you would be willing to share?

To list a few of the many, following are some questions that we will need to answer as we develop and, hopefully, implement a model to equitably allocate our internal funds:

1.      Should each scientist receive the same amount of $$ on an annual basis  (i.e. tenured vs.  working toward tenure, lab vs. office-based scientists)?

2.      What level of externally funded resources should we expect each scientist to secure as a percentage of their overall research program, again, considering the tenured vs. "working toward tenure" scientists?

3.      If we allocate $X, annually, and the scientist secures a level of external funding which allows them to "save" the internal funds which were allocated to them, how long can they carryforward the "saved" dollars?  How do we budget for the use of those "saved" dollars in future years?

4.      What level of accountability and/or justification for use of these funds, should be placed on the scientists?
