The question has come up with some faculty regarding the allowability of
health insurance charges on research grants for foreign postdocs.
Apparently all other costs are being borne by fellowship awards via the
foreign country.  Has there been a change in the ability to charge these
costs directly to a federally funded grant or is someone just trying to get
something past the bean counting universe??
