Peter:

I don't think we can be spending time worrying about other institution's faculty
T&E issues.  We have enough trouble keeping track of our own.  A consultant who
is otherwise employed works on their own time.  It isn't part of a regular
compensation package, unless that regular compensation package takes into
consideration consultations either with patients or other entities.  The
consultant would be responsible for providing their own insurance, pay taxes,
etc.  If that consultant is going to attempt to use her own university's labs
and materials, I would notify their grants administrators.  I'm sure they'd have
a thing or two to say about that.

I would be interested in hearing other opinions on this.
