Go to the NIH Guide,(URL:
http://grants.nih.gov/grants/guide/notice-files/index.html) and see Notice:
NOT-97-005. It contains the funding strategies for NIH FY 1997. Prior to
1997, the 4% inflationary factor was used, but per the above notice, the 3%
rate was instituted. I have not seen it change since 1997. Please let me
know if it has changed.

NIH g rants
Out of curiousity, where does the 3% guidance originate from? We have for
years (and routinely) used a 4% inflationary factor and never been
questioned about it! What have we missed?!

grants
They use an index called the BIRDPI - pronounced "bird-pie". It's a
complicated set of numbers based on inflation over the past several years,
cost of living, etc. - it's a government generated number - not limited to
NIH.
