Thoughts on DOE IIPS proposal submission system David Hollingsworth 31 Jan 2002 17:53 EST

Is anyone else frustrated with the DOE IIPS electronic proposal
system.  A one time the PI could register themselves, upload their
proposal files and submit their proposals.  DOE, no doubt in response
to legitimate flax received about PI being able to submit without
institutional review no longer allows PIs to do this.

NOW we are told by DOE that only the person who can be registered is
the person authorized to commit the institution to a CONTRACT  We
have tried to register folks that are authorized to sign PROPOSALS on
behalf on the institution but this does not meet DOE's criteria. I do
not understand this stance since we are submitting proposals not
signing contracts.

The registered person has to go out and upload the files (this one
had over 15 files).  I do not believe our vice president for research
is going to spend his time uploading proposal files.  DOE may have
fixed one problem, but they have caused others.

Are there any plans to go to a registration scheme similar to fastlane?
