While previously at a private, not for profit research institute, we used to store this, and other, proposal/award information on a file-maker-pro database.  However, at the university I am currently at this is a department-level responsibility of either the fiscal officer or investigator (or investigator's staff).  The file-maker pro database worked pretty well for us.
