NO!  (Only things they classify as "training")

However, they have a number of programs for which they are very specific
that the activity should be at the "Other Sponsored Activity rate, not th4e
Resear4ch rate".  A lot of institutions do not have an Other Sponsored
Activity rate, just organized research and instruction rates.
