At UMKC, the process is more or less as follows:
- contract comes into Sponsored Programs office;
- we conduct a review of the terms and conditions, scope of work and budget;
- we have on file various "model" contracts that have been approved by our legal office and we use these to address any questionable terms/conditions that we identify;
- if questions or concerns remain unresolved, we forward the terms and conditions to our legal office for review, followed by an email or telephone discussion of what to do about them.

Subject: [RESADM-L] contract Review
This question is directed to Sponsored Programs Offices who
administer contracts -
How do you handle review of contracts in your office and when, if ever,
does your institutional attorney(s) become involved in the review of same?
Thank you.
