Hello Colleagues,

I was wondering how you handle PI's who are delinquent (more than 3 months)
with submitting their technical reports.  Do you have any mechanisms in
place (i.e, do not allow them to submit another proposal until the report
is completed) that "encourage" them to submit these reports?
