I didn't mean that PI's would supply budgets to NIH with other "just in time" documents; I meant that they would give them to us (OSP) around the same time.  That statement was only in reference to the timing (once they know that funding is imminent).  Sorry for the confusion.

As I said, we will not release awarded funds until we have a detailed budget - PI's just don't have to submit it with the proposal.  Keith

According to NIH, budget information beyond what is received in the original modular request will be requested "only in exceptional circumstances".

Aren't institutions obligated, at some point, by powers higher than NIH, to ask for more than NIH requires?
