heard at the NCURA conference that the RCR regs are still officially on
hold, but will probably go through in one version or another.  ORI is still
presenting on these regs and disseminating the core curriculum etc.  most
institutions i spoke with seem to be moving ahead with, if not
implementation yet, at least the planning phase.  we haven't.
