Senior Contracting Officer Office of Research and Sponsored Programs (ORSP) � Evanston Campus Northwestern University Do you wish to be a part of an organization undergoing rapid change, utilizing new technology, planning and implementing innovative customer service, and generating more research dollars? A complex and rapidly growing research administration office is looking for an experienced, dynamic and energetic research administrator to join our team. Over $280.7 million in grants and contracts were awarded to Northwestern in fiscal year 2001. Responsibilities: Responsible for the performance of professional administrative activities in the review, evaluation and negotiation of complex contracts and the preparation and placement of subcontracts. Responsible for exercising sound decision-making and problem-solving skills in the negotiation of contracts and the ongoing monitoring of contract activities, and for assisting in the development of administrative procedures to comply with regulations affecting governmental and industry sponsored contracts. Qualifications: Bachelor's degree in business, public administration, social sciences, technical/scientific field or equivalent experience required. Graduate or professional degree in law, business administration or public administration with an emphasis in contract negotiation and administration, or completion of courses or professional programs related to contract management and negotiation preferred. Knowledge of federal grant and contract administration with at least five years experience, preferably in university research administration, with a strong emphasis on negotiating and monitoring contracts and preparing and negotiating subcontracts. Working knowledge of the Federal Acquisition Regulations is required, including knowledge of clauses that are applicable to educational institutions, those that are applicable but not acceptable and those that are not applicable. Demonstrated knowledge of federal policies governing the administration of contracts, grants cooperative agreements, and subcontracts at educational institutions, including the Code of Federal Regulations, OMB Circulars A-21, A-110, and A-133 and federal agency-specific requirements. Knowledge of copyright and patent law and demonstrated understanding of the technical and legal issues affecting protection, use and disposition of intellectual property. Knowledge of general management principles and practices, skill in dealing with others in work relationships involving conflict resolution, and the ability to make difficult decisions is essential. Proficiency in word- processing, spreadsheet, and database software is expected. Excellent oral and written communication skills and the ability to work efficiently and effectively under deadline pressures are critical. Strong service orientation is necessary. Salary: Competitive and commensurate with experience The ORSP staff of 26, with offices on the Evanston and Chicago campuses currently administers an award portfolio of $280.7 million annually.
