Hey, folks:

We are service oriented here, and we try our best to accommodate faculty
proposal submissions to extramural agencies. It's what we do. But what do
you do when faculty avoid your office and bypass your "services".  (Some
faculty seem to think they are the authorized institutional official signing
for applicant organization, but they're not. And we know they know better,
too.)
