Re: IDC allocation responses Elisa Espinoza Fallows 26 Oct 2001 12:33 EST

At our University, left over IDC is returned to the dept. Often it doesn't trickle down to the division that generated the IDC. In the department that I am currently in, the money is returned and in previous years it's been used as Director's Discretionary Funds. We've were allowed to use it for some unallowables on grants, i.e. phones, but it was an item by item request/approvel process to have things charged to that account. For the first time, we are supposed to get ½ of it (and our ½ will be expected to cover unallowables, etc) but due to University shortfalls, there are departmental cuts. So whether we are still going to get access to that money is now in question. And we haven't been able to get anyone to commit to our receiving some of the funds a recurring event - it's been termed as a year by year decision.

To our department's credit, I've worked in other parts of campus that didn't know the IDC's were ever returned to the Dept. There was absolutely no trickle down.

Definitely a sore spot.

Happy Friday!

Many thanks to all of you who responded to my question regarding indirect
cost recovery allocation. Your responses will be a great help as we
continue to discuss our policies.

As a side note, I was particularly struck by how varied the responses were,
and how passionate you all were in your response to how institutions treat
recovered IDC. Our institution is still in the start-up phase, so we have
been using all of our recovered IDC to offset operation costs. My
impression is that this practice is not the norm, and that allocation of
funds is a sore point for many institutions.

If you don't mind sharing your thoughts, I'm interested in what pitfalls you
have encountered with IDC allocation. Is this experience different at
private institutions than at public institutions? What are the different
viewpoints: SRO, faculty, administration, etc.? How have you been able to
overcome some of these obstacles?

I'm sorry to poke at an obvious sore spot, but your observations may help me
make this process smoother than if I were to go into it with blinders on.
Thank you,
-Amy
