Actually, this happens a lot.  Most universities have gifts that are
restricted in some form.  They are to be use by, say, the Art History
department to assist in bringing in an exhibit, or for the renovation of
Founder's Hall, or to the athletic department for scholarships (or the
coach's bonus).  These monies can only be used for that purpose.  What
distinguishes these gifts from a grant is how the money is given.  If the
money is given with no expectation of a financial report back to the
specific donor, and there is no "technical" report anticipated in return for
the funds, I'd call it a gift - probably a restricted gift.  If either a
technical report or financial report is required, or if an invoice is
required in order to receive the funds, I'd call it a grant.

Example:

Both Tony DeLuca and J. Fred Muggs give $25,000 to Wassamatta U's Bio
department for the same Bio project.  Mr. DeLuca could care less about the
science, he needs a tax write and he needs it now.  J. Fred on the other
hand wants an accounting of how his donation is expended.  He wants to be
sure the PI doesn't go to Tahiti on his money.  Mr. DeLuca has given a
gift.  Mr. Muggs a grant.

Can these be used for Cost Sharing?

And Tim, we're really wanting to keep the Fed out of our private gift and
grant money!
