We're working on developing formal procedures on conducting investigations
of complaints involving human subjects and/or animal subjects. As a union
shop, the IRB and IACUC may be able to suspend research activities, but the
actual order to do so (contractually) must come from "management." In
addition, any disciplinary action must be taken by "management." (Some
faculty are arguing that suspension of research activities are
"disciplinary, too.)
The question is, what's the best way to handle investigations these
investigations procedurally? Are the IRB and IACUC charged with
conducting an investigation of a complaint exclusively? Do they then turn
over the results of their investigation for "management" to pursue
disciplinary actions, if appropriate? Or should there be two completely
separate investigations going on -- one by the IACUC or IRB for suspension
purposes and a separate investigation by management for disciplinary
purposes? Or could the IRB or IACUC ask "management" to conduct the
investigation on their behalf?
Any sample policies or suggestions for further information would be
