Jim,
Suggestions: Check into the local government's procurement regs--whether
they were applicable to this particular project and how they address a bid
over maximum advertised. I know in SC, if the state issued such an RFP,
the $725k would have been deemed unresponsive and would not have been
considered.
Did the other group come in under $1.5 million for the entire three-year
period? If so, there may be some stipulation in the local procurement regs
that allowed this.....then again, there might not be....
