Director of Research Compliance

The University of Minnesota invites applications and nominations for the
position of Director of Research Compliance.  The Director will report
to the President of the University through the Academic Vice Presidents
Committee, and through it to the Audit Committee of the Board of
Regents.  The Director will reside in the Office of the Vice President
for Research and will provide independent oversight over operational
compliance units.  This is a full-time (100%), 12-month, annually
renewable, academic administrative appointment.
Duties:
The Director will be responsible for monitoring and assuring that the
University and its employees are compliant with all aspects of federal,
state and local laws and regulation, and University policies, that
relate to research.  Specifically, the duties will include:
Identify potential compliance vulnerability by working closely with
University offices, such as the Office Oversight, Analysis and
Reporting, the Department of Internal Audits, the Office of Regulatory
Affairs, the Department of Environmental Health and Safety, Research
Subjects Protection Program (e.g., the Institutional Review Board and
the Institutional Animal Care and Use Committee) and others.
Assist in the review, revision and formulation of written policies,
procedures and guidelines designed to address management and
administrative processes and compliance issues, by working with
University offices and with faculty governance.
Issue exception reports for referral of matters to the appropriate
office or individual for action.
Perform targeted reviews in consultation with the Office of the General
Counsel, based on information received from other offices or individuals
in the University, including:
— On-site visits;
— Interviews with personnel involved in the administration and
management of sponsored research;
— Questionnaires developed to solicit information from a broad
cross-section of employees;
— Reviews of written material, documentation and any electronic records
related to research and sponsored projects management;
— Trend analyses longitudinal studies that seek deviation, positive or
negative, in specific areas of compliance for a given period; and
— Any other methodologies that may be productive.
Monitor that University employees are educated in policies, procedures
and legal requirements relevant to their work.
Work with faculty and other offices to develop a system to evaluate and,
in some cases, certify, trained employees.
Develop a reporting structure to handle employee or third party reports
regarding known or suspected violations and ensure investigation,
tracking and resolution of each complaint.
Provide quarterly reports to the President, and yearly reports to the
Senate Research Committee, on research compliance activity of her/his
office.
Essential Qualifications:
Post-baccalaureate degree; At least three years of experience in the
field of compliance or related field; and Familiarity with laws,
regulations, and standards relating to compliance.
Preferred Qualifications:
Training and/or certification in some area of compliance;
Demonstrated experience and leadership in field of compliance;
Experience working with compliance issues in higher education
organizational structures;
Experience with research and sponsored projects management;
Ability to develop and maintain effective working relationships with
various constituencies including faculty, senior administrators, and
members of a governing board; and
Outstanding analytical, written, and verbal communication skills.
Starting Date:  As soon as possible.
Salary Range:  Commensurate with qualifications and experience.
Appointment Term:  Full-time (100%), 12-month, annual renewable,
academic administrative appointment.  Annual (“K”) appointments are
renewable at the discretion of the responsible appointing authority.
