Our institution is considering a policy to allow variable stipend rates for
graduate assistants. Currently, our rates are the same across the board, and
we would like to implement something that recognizes market-driven
differences between disciplines.

Are variable stipend rates a common practice at other institutions?  Are
there any issues regarding the application of variable rates to federal
research projects?
