Good morning!

I'm trying to find the reference where it is stated that Federal
employees cannot have their travel paid for by an organization.

If it exists. I know that it is a Commerce policy, and I remember
talking with someone from ONR about it one time, but now I'm being asked
to provide chapter and verse.
