Additional Comp on federal grants

Hi,
I am trying to find out if there is any blanket federal restriction on
requesting additional compensation for faculty members' time on grant
projects, as opposed to buy-out of their time. I am also interested in
general opinions on this subject as well as any specific knowledge of the
US Dept of Education's policy on receiving additional compensation.
We are a primarily undergraduate institution, with most faculty having no
guaranteed release time that can be used on a grant (nor do they get any
set-aside time to do research or write grants). They do this on their own
in addition to their classes and other responsibilities. We do have a
policy allowing faculty to receive up to a certain percentage of additional
comp for additional responsibilities.
