Shared lab space with non-university scientists

Our institution is studying the feasibility of allowing outside scientists
to lease space in our research laboratories. These people would typically
be employees of high tech start-up companies who need access to bench space
and sophisticated laboratory equipment. We are contemplating some of the
issues regarding such an arrangement liability insurance, oversight of
safety procedures, waste disposal, building security and access, etc., etc.
Does your institution have any similar agreements for allowing external
scientists to share lab space? I am looking for a model for such an
agreement. I would also appreciate your comments for and against
proceeding.
