How about offering to sent to the sponsoring agency with a copy to his new employer a letter stating the facts about this PI and his refusal to submit the required reports? In the letter you can detail the efforts you have made and his refusals all along the way. Then safely shred the letter. That was for your therapy. Notify the sponsoring agency of your issues with the PI and what the situation is. Inform them that your institution would like to continue the activity (if true) with another PI. Write up another formal letter to transfer the activity to the new PI and submit it. I would be tempted to seal his office and lab to retain any work he's actually done so the other PI doesn't have to start from scratch.. I would inform the exiting PI that your institution would be happy to ship for him any and all of his contents of these institutional spaces at the university's expense, but that the university will retain it's property, including intellectual property and unfinished works. Make a detailed inventory of everything in the areas and ship a copy of it with his goods. Have a senior member of your police force help keep the area secure and witness the inventory of all items. Certify them as accurate. Treat it like a crime scene - which it is. Good Luck!
