Help!!

SITUATION:  PI is leaving the institution in a few weeks for a job with
a federal agency and has a delinquent final report due to a (different)
federal funding agency.  PI has been extremely uncooperative and
volatile in the past re: completiong of work and delinquent reports.  He
has indicated that he does not intend to submit the report before
leaving the institution.  Based on past experience, we're almost certain
that, unless we somehow force the issue now, the report will never be
submitted.  Our financial exposure is relatively small--around $7,000.

QUESTIONS for those who have actually had this experience (or comments
from those of you with legal training re: various courses of action we
might take and the resulting exposure of the institution):

1.  How did you actually handle the situation?

2.  If you held the final paycheck, did anyone raise any issues about
state and federal
employment/wage laws?

3.  Given that the PI is going to Federal employment at another agency,
do we have any legal leverage there?
