Essential Functions:
The Office of Research Affairs (ORA), under the leadership of the Vice
Chancellor for Research (VCR), is responsible for campus-wide research
administration services, including submission of proposals and acceptance
of awards for extramural research funding, negotiation of research
contracts and research agreements, research compliance activities, and
intellectual property management. SPA submits proposals and accepts awards
for research, training and public service projects; maintain campus records
of proposals and awards; and provide information services for those seeking
funding. SPA staff members assist in the preparation, review, approval and
transmission of approximately 1400 proposals and the negotiation and
acceptance of approximately 750 awards per year. Rapid growth is
anticipated in Sponsored Projects activities as the campus increases in
size. The University of California, Riverside (UCR) is the fastest growing
campus within the UC system. In fiscal year 2000, UCR received $52 million
in contract and grant awards, and these awards are expected to at least
double in the coming decade allowing the SPA to grow commensurately over
this period. SPA staff members also provide a variety of information and
reporting services to the Campus through its research administration
website including targeted electronic announcements to faculty and others
regarding funding opportunities; providing updates of sponsor and UC
policies, procedures, requirements; and dissemination of proposal and award
data.  Staff support is provided to faculty and others for the development
and coordination of major institutional and interdisciplinary proposals.
The Director is responsible for facilitating faculty and other researchers'
acquisition of extramural funding; oversee budgetary, financial, and
personnel policy for the ORA; supervise approximately 14 professional and
support staff members who provide a wide range of services to the campus
community; and spearhead the development of new electronic initiatives
which will ultimately lead to a "paperless" research administration
process.  The incumbent will oversee the development of the outreach
activities and presentations, including training workshops and courses for
faculty and campus staff members; and interact closely with the
Intellectual Property Services (IPS) and Research Compliance offices.

Minimum Requirements:
Education equivalent to a master's degree in a related discipline.
Substantial managerial experience in sponsored projects administration
within a major research university or related academic environment.
In-depth knowledge of federal, state and other regulations governing
contract and grant administration, including OMB Circulars A-21, A-110,
A-133, Cost Accounting standards, Federal Acquisitions regulations, and
Federal Assistance Administration regulations.  General knowledge of laws
pertaining to contracts, copyrights and patents. Demonstrated ability to
develop and deliver responsive service to faculty and other members of the
campus research community.  Well-developed supervisory, budgetary,
analytical, negotiation, training, problem-solving, dispute resolution
skills and excellent written/oral communication and presentation skills.
Familiarity with and commitment to electronic research administration.
Hired applicant must pass a background check through the U.S. Department of
Justice.

Preferred Qualifications:
Advanced degree in academic research discipline and/or law. Experience in
negotiating industrial research contracts and agreements.
