Charlie: I may have confused the issue. I'm specifically referring to the fed's take on a faculty not being able to devote more than 100% of the time to a grant or grants. For instance, Professor John Doe receives an NIH grant and will devote 100% of his time to the project. Then, the prof wants to assist in another grant and devote, let's say 20% of his time to this other grant. The total time devoted would be 120% which unallowable by the fed.
