I have encountered some questions about dealing with project income in
relation to sustaining a grant-funded project after grant funds are
expended. The funding agency for one of our health promotion and prevention
projects has encouraged us to find ways to support the project after grant
funds are expended. Under the regulations, the program income may be used
for additional costs of the project, but the project director would like to
avoid utilizing the program income until the grant funding period is over.
Is this allowable? (Some income is clearly program related, and for other
income it could reasonably be argued that the income is not directly related
to project activities.)
Besides the usual sources of OMB Circulars, are there other documents which
can shed light on this issue?
