You can save a completed form by printing it to a file.  The computer tech
folk should chime in on the nature of printer, postscript and portable
document formats as they did when NSF began using this industry standard.

The header information that makes a postscript file behave is complicated
but not impossible to manage.  It seems like a fading art now that
printers are more coordinated to work with computers.  Perhaps it could be
revived although I would have to predict that the effort would cost more
than the Adobe product.

The principle is that you can control information if information is made
available through your computing machine.  The encryption can be computed,
in other words, to make meaningful the message, and the break-even point
when the licensed product is economic is pretty low unless you love
computing problems.

Besides, these forms already proliferated in other formats like Word
documents, and the administrator's real concern is that any submission
match the current version of the sponsor's format (in the NIH case so that
NIH won't have a problem scanning them).
