I wondered the same thing.  But you can use "Save As" from Acrobat and save
as a pdf document.  You just have to remember to use Acrobat Reader to open
the file.

cannot be saved once they are filled out.  How then will the hapless PI be
able to make changes if the research office finds errors??????
