My institution, East Carolina University, wants to develop a policy on
research data management and retention.  The policy will address such issues
as data ownership, rights to possess copies of the data, data
retention/archiving when investigators leave an institution, etc.

We are looking for model polices.  If your institution has such a published,
institution wide data management policy, please provide me with a URL or
other reference.
