Inclusion of license fees in proposal budgets to federal sponsors

Does anyone have any experience related to inclusion of line items for
license fees for previously developed intellectual property in federal
cost-reimbursement proposal budgets? For example, an institution develops
software using nonfederal resources and then wishes to include a charge for
the use of the software in a federal project. I have concerns about
whether this kind of "cost" would be considered allowable, and, if so, what
would be an acceptable method (from an audit standpoint) for pricing such a
license. Has anyone done this and had those costs audited or can anyone
direct me to applicable regulations?
