I agree with Sally.  The FOIA is very different from state open records acts
. . . and those vary from state to state.  In Tennessee, the public records
act is not limited to federal- or state-funded projects, nor just to funded
projects; it is applicable to all records (with specific exclusions for
student, patient, etc. records).  A grant proposal typically not would fall
under the exception category.
