Oops, I forgot to finish my previous comment.  I would suggest state institution people look to their state laws to see exactly what they pertain to.  The federal FOIA is one thing, but in our state, the open records act is beloved and enforce.

Good question. I am talking about federal and state government-funded
proposals. Those are the documents governed by the state and federal freedom
of information acts.
