Hi,

I have a question regarding the above referenced OMB Circular. I am
reviewing a subcontract that is asking our institution ro certify to the
following:

"The SUBCONTRACTOR certifies that it is in compliance with the
Non-Delinquency on Federal Debt criteria, in accordance with OMB Circular
A-129"

In my research administration experience I have never had to deal with this
circular before or this certification. Can anyone give me background on this
circular and on whether or not you have agreed to this certification? Or is
there a problem, as an education institution, agreeing to it? I appreciate
any help that anyone can offer me.
