Greetings!
Does anyone currently have a Research and Development Agreement with the
Biotechnology Research and Development Corporation (BRDC) in Peoria, IL?
Iowa State has such an agreement, but it hasn't been revised/updated since
1990, when it was first established. Part of the agreement set forth the
financial obligations of the BRDC for research projects, but it limited
their payment of F&A to "5% of the salary component paid by BRDC of
University personnel." Obviously we are under recovering F&A.
Unfortunately, none of the central administrators that negotiated that
particular agreement are at ISU any more, so I'm not certain what went into
the negotiations that resulted in this arrangement. We don't have this
kind of arrangement with any other sponsor that I am aware of. We are in
the process of reviewing these long standing agreements with an eye towards
updating them. One of the consistent areas targeted for
revision/renegotiation is the consistent recovery of allowable F&A.
I'm wondering if anyone else has this type of arrangement with BRDC or any
other sponsor. And if so, what in particular contributed to your agreement
to use such an unusual F&A recovery rate and base?
