Re: F&A rate on subcontracts

The application of F&A rates to subcontracts is indeed specified in each
institution's negotiated rate. One should always use the "on-campus" rate.
F&A reimbursement for subcontracts is not for the work done but for
administering the subcontract (the subcontractor is reimbursed at their F&A
rate for the work done) and that administration is done on campus. The
caveat, as noted before, is projects where multiple subcontracts are issued
to one institution--a situation I try to avoid if at all possible...Bill
