HUD Research Grant Negotiations

Has anyone had luck negotiating with HUD to modify their standard terms
and conditions? Section XVI Publications and News Releases of a new
agreement is different from a previous HUD award. Where the grantee
used to own all products of work granting unrestricted, non-exclusive
rights to the Government, the new agreement simply states the government
owns everything. Previously, publications had to be submitted to HUD
for a 60 day review before publishing, but now they must be submitted
AND approved prior to publishing.
If you have had success changing these or similar terms and conditions,
please let me know. Thanks!
