Conflicts of Interests is an ethical concept. As with any ethical concept,
operationalizing it requires specific definitions. Therefore, each
institution can have a different set of definitions, and these may be both
internally defined by the institution's policy, and externally
defined. For example,. my institution is a state institution, and
employees are subject to a state COI Act. At the same time, we are also
subject to PHS and NSF regulations regarding COI in research sponsored by
those agencies -- and their regulations, though similar, are not
identical. The measure of what constitutes a financial COI may differ
among the various externally imposed requirements. At the time that PHS
and NSF were creating their regulations a number of state institutions
weighed in on what the level should be, and the final regulation recognized
$10,000 (changed from a lower proposed measure) because that happened to be
the threshhold set by several states laws, and the federal agencies agreed
that a more common threshhold would be easier to administer.
The thrust of this comment is that training/education has to be almost
institution-specific.
If you find good background training materials which can be made
institution-specific by adding material, please share it. Lots of us can
benefit from avoiding reinventing at least that part of that wheel!
