At VCU anyone can be "PI - the leader of the science" that the chair and
dean approve. To be "PI - the person approving expenditures on the
account" one must be an employee. Therefore, in a few cases (training
fellowships being the most common) we have a PI and, once we get the award,
a different "responsible person". (sometimes people forget that "PI"
actually encompasses thes two different functions.)
